New regulation specifies how to calculate the amount of renewable hydrogen transported outside gas networks

We are talking about the Regulation of the Minister of Climate and Environment in Poland on the requirements for measuring, recording, and accounting for renewable hydrogen transported by means other than gas networks. What is worth knowing about this regulation? We already explain.

The draft regulation was sent for public consultation in 2023. It implements Article 62 of the Law on Renewable Energy Sources of February 20, 2015. It is also part of the hydrogen legislative package included in the “Polish Hydrogen Strategy to 2030 with an Outlook to 2040 (PSW).”

The purpose of the regulation is to define:

– requirements for measuring, recording, and calculating the amount of renewable hydrogen transported by means other than gas networks,

– the place where measurements are made

– the method of converting the amount of renewable hydrogen into energy expressed in MWh,

following the assumptions regarding the implementation of EU directives on the guarantee of the origin of renewable hydrogen and the definition of support mechanisms for the production of hydrogen from RES.

According to the published regulation, measurements of the amount of renewable hydrogen should be made using metering and billing devices. At the same time, their metrological properties should be confirmed.

Hydrogen quantity data should be recorded in a logbook with numbered daily sheets or using an electronic data processing system. The data should be entered in a way that makes it possible to view its contents and with protection against deletion or distortion.

The place of measurement should be the place of injection into the transport tank of the transport vehicle.

A key element of the regulation is the formula for converting the amount of renewable hydrogen into energy expressed in megawatt hours: 𝐸𝑜𝑧𝑒 = 𝑀𝐻2 × 39.4 : 1000, where individual symbols stand for:

𝐸𝑜𝑧𝑒 – the amount of energy generated from renewable hydrogen expressed in MWh,

𝑀𝐻2 – the amount of mass of renewable hydrogen produced using energy from renewable sources expressed in kg,

39.4 – coefficient of heat of combustion of renewable hydrogen expressed in kWh/kg.

The regulation entered into force 14 days after the date of promulgation.
